PRODUCTION AND MARKETING DEPARTMENT JINJA DISTRICT LOCAL GOVERNMENT What Production & Marketing department is all about? Production & Marketing department is one of the ten departments that are found in Jinja District Local Government. It a service department that is charged with the effective implementation of agricultural related activities through planning,organizing,coordinating,advising,managing, supervising,ensuring quality andmonitoring to ensure effective provisionof servicesfor increasedproductionandproductivity,nutritionandfood security, householdincomesandexports. Vision of the department is to create “a competitive, profitable and sustainable agricultural sector” Mission is to “Transform subsistence farming to commercial farming” Objectives of the department include: * To increase production & productivity of agricultural enterprises * To increase rural incomes and livelihoods * To improve household food security Roles and responsibilities of the department In line with the Local Government Act, 1997, the National Agricultural Policy and the National Agricultural Extension Policy; the following functions are vested in MAAIF for implementation at the Local Government level: a. Coordinating the pluralistic agricultural extension services delivery where all Non State Actors are mobilized and involved b. Controlling epidemic diseases, pests and parasites affecting crops, animals and fish: this includes reporting, investigations, diagnosis, surveillance, vaccination, and treatment; c. Enforcing agricultural laws and regulations (including those pertaining to livestock, crops and fisheries sub-sectors: controlling inter-district movement of animals and animal products, enforcing quarantine restrictions and animal welfare issues); d. Carrying out inspection and certification of agricultural inputs such as agro-biological and animals feeds; e. Ensuring veterinary public health: control of zoonoses, ensuring hygiene of livestock products; f. Registration and licensing of traders in agricultural chemicals, seeds, livestock and fishing; g. Collection of Agricultural statistics, h. Strengthening linkages between research, extension, farmers and other stakeholders along the value chain, i. Promoting agribusiness, value addition and post-harvest handling Composition of the Production & Marketing department The department is headed by the District Production Officer and is composed of 4 sections namely; * Crop (agriculture) headed by the Principal Agricultural Officer, * Livestock (veterinary) headed by the Principal Veterinary Officer, * Entomology headed by the Principal Entomologist and * Fisheries headed by the Principal Fisheries Officer. The department has 37 public staff 13 of whom are at the district level with the rest being deployed in the 9 Lower Local Governments. There are about 20 Non State Actors, 54 Agro-input dealers, 15 Farmers’ Cooperatives and 386 Farmers’ Groups operating in the district. These are involved in numerous activities ranging from primary production, advocacy, provision of farm inputs, financial& insurance services plus marketing of farm produce.
